FCPS Names New Associate Legal Officer on 50th Anniversary of Title IX

On the 50th anniversary of Title IX, Fayette County Public Schools is excited to announce the hiring of its first-ever associate chief legal officer with a primary responsibility for issues related to equity and inclusion. Alex Garcia will join us on July 1, serving with Chief Legal Officer Shelley Chatfield.

“Access and opportunity are fundamental to our nation’s principles of democracy and to our mission as an organization,” said Superintendent Demetrus Liggins. “Having an attorney who will focus on Title IX, civil rights, and equal employment opportunities will help us ensure that we are providing quality education experiences to all students.”

Alex GarciaThis is a new position for our district and speaks to our commitment to diversity, equity, inclusion, and belonging – one of five strategic priorities in the newly adopted Strategic Plan. In this role, Garcia will not only oversee Title IX compliance, training, and investigations, but will also handle civil rights complaints and Equal Employment Opportunity Commission (EEOC) investigations, in addition to providing general legal services across the district. 

Garcia is originally from Los Angeles, California. He holds a bachelor’s degree from the University of Kentucky and obtained his Juris Doctor degree from the UK J. David Rosenberg College of Law in 2012. Garcia began his legal career working at the Fayette Commonwealth’s Attorney's Office prosecuting serious felony crimes. In 2020, he joined the Kentucky Attorney General’s Office as a special prosecutor and focused on complex and high-profile criminal cases statewide. Garcia serves as an officer in the U.S. Army Reserve and as an attorney for the Judge Advocate General’s Corp. (JAG). He enjoys promoting and observing positive youth development within the Lexington community and believes in the positive power of mentorship for at-risk youth.

June 23, 2022, marked the 50th anniversary of the enactment of the landmark education law known as Title IX. This important civil rights legislation ensured equal opportunities for girls and women in educational settings and has since evolved to protect the rights of LGBTQ+ employees and students by prohibiting discrimination based on gender, sexual orientation, and gender identity.
