Does my student miss important instruction throughout the day due to being an EL?
No, FCPS ensures that EL students receive language support while also participating in grade-level instruction. EL services are designed to help students develop English skills without removing them from essential academic learning.
Does being an English Learner mean my student has to stay after school?
No, EL support is provided during the regular school day, ensuring students receive language assistance while participating in their regular classes. Additional programs or tutoring may be available after school, but they are optional.
Can my student exit the EL program, and how?
Yes, by demonstrating English proficiency. According to the Kentucky Department of Education's guidelines, students in grades K-12 must achieve an Overall Composite Proficiency Level of 4.5 or higher on the ACCESS for ELLs assessment to exit EL status. Afterward, the student's academic progress is monitored for four years to ensure successful participation in the regular academic program.
What is the ACCESS test?
ACCESS for ELLs is a secure large-scale English language proficiency assessment administered to kindergarten through 12th grade students who have been identified as English language learners (ELLs). It is given annually in WIDA Consortium member states to monitor students' progress in acquiring academic English. The ACCESS test assesses the four language domains of listening, reading, speaking, and writing.
Can I waive services?
Yes, families can choose to waive EL services for their child. To do this, they must inform the school of their decision. However, the student will still take the annual English proficiency test until they meet the exit criteria. Even without EL services, the school must ensure the student has access to the curriculum and can fully participate in learning.
