Title I in the Fayette County Public SchoolsThe No Child Left Behind (NCLB) Act of 2001 reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Title I, Part A, Improving the Academic Achievement of the Disadvantaged, “is intended to help insure that all children have the opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards and assignments.” In Fayette County, the Title I Program works to help schools: meet Kentucky's Learning Goals, attain Kentucky's Academic Core Concepts, coordinate resources to improve education for all students and support school reform efforts. "Part A of Title I provides financial assistance through State educational agencies (SEAs) to local educational agencies (LEAs) to meet the educational needs of children who are failing or at most risk of failing to meet a State's challenging content and student performance standards in school attendance areas and schools with high concentrations of children from low-income and in local institutions for neglected or delinquent (N or D) children." (Title I Handbook, Volume II, pg. G-915). In Fayette County, Title I School Mini-budgets provide the schools with the financial resources to implement the strategies and activities they have designed to help children meet Kentucky's Learning Goals. Title I District money is used to provide technical assistance to schools as they implement strategies and activities, to coordinate services and to provide high-quality professional development for Title I staff working in the schools Purpose of Title ITitle I funds may be used to provide additional instructional staff, professional development, extended-time programs, and other strategies for raising student achievement in high-poverty schools.
