School-Based Decision Making (SBDM)

School Data

When KERA was enacted in 1990, the goals created were based on setting higher standards of achievement for all of the students of Kentucky. A system was put into place to monitor the achievement of these students in grades three through twelve. Students were tested not only on how much they "knew" but also on how they could apply this knowledge to real-life situations. In the 1998-99 school year this assessment system was revamped and named the Commonwealth Accountability Testing System (CATS). Through these annual assessments reliable and valid scores are obtained for both the school and for the students. The future of students depends on high achievement; therefore, students and educators will be held accountable for the performance of the school. The CATS outcomes will be an important way through which SBDM Councils can gain information as they develop policies to enhance student achievement.

Some other sources of information include the following:

The Elementary, Middle, and High School Progress Reports compiled and published annually by the Office of Data, Research, and Evaluation of the Fayette County Public Schools. Current versions of these reports, and ones from previous years, are distributed to principals and are available on the Fayette County Public Schools website (www.fcps.net) or from the Office of Data, Research, and Evaluation. They include the following information:

  • Accountability and Academic Indices from the CATS based on the Kentucky Core Content Tests (KCCT) and the Comprehensive Tests of Basic Skills (CTBS);
  • Outcomes from the three annual administrations of the Scholastic Reading Inventory (SRI) and the STAR Math assessments;
  • The scores from the administrations of the Brigance Screens to Kindergarten students.
  • These reports also include extensive demographic data for the students in each school including the enrollment, socio-economic status, ethnic/racial distribution, gender distribution, and information on students with disabilities and on the gifted and talented students.
  • Also included are data on attendance, student stability/mobility, SAFE participation, suspensions, and retention rates.

The FCPS Office of Data, Research, and Evaluation will assist in the analysis and interpretation of assessment outcomes, particularly in the area of disaggregated analysis of achievement gaps for Kentucky Senate Bill 168. Further, upon request and subject to adequate resources, the Office of Data, Research, and Evaluation will work with the council or school staff to custom design surveys for data collection from students, parents, and/or staff. These surveys may be about the school culture or any other concern of the SBDM Council. These data will be collected, analyzed, and reported to the SBDM Council and the administration of the school.

This information may also be used as part of the Comprehensive School Improvement Planning process.
