Comprehensive School Improvement Planning

School Planning is the comprehensive focus for all school-improvement efforts. Purposes for the local school Comprehensive School Improvement Plan include the following:

  • Determining long-range goals for the school
  • Determining the individual needs of the school and identifying what to do about these needs
  • Identifying strengths and weaknesses within the school as determined through various data (attendance information, assessment information, etc.)
  • Developing strategies and activities to eliminate the causes of weaknesses and to further enhance the strengths of the school
  • Coordinating funding sources that support the activities and strategies for solutions

The following are parts of the Comprehensive School Improvement Plan:

  • The Executive Summary includes a mission statement, the process for development of the Comprehensive School Improvement Plan, and a Communication Plan that explains how input from stakeholders is gathered and how information is shared with stakeholders.
  • The Comprehensive Needs Assessment (CNA) Committee collects and analyzes relevant data to identify trends, patterns, problems, causes, contributing factors, etc. Members of the school CNA Committee must include teachers, school administrators, parents, community members, employers, pupil-support personnel, and students at the high school and middle school levels.
  • The Action Plan is the "heart" of the Comprehensive School Improvement Plan. Components of the Action Plan include identifying priority needs, causes and contributing factors; developing objectives to address causes and contributing factors; strategies and activities to achieve the objectives, specific expected impact, and the evidence of impact measurement; identifying budgeting needs within the plan and follow-up for measurement of impact on student learning.
  • The Review Process for the Comprehensive School Improvement Plan at the local school level includes a review by the School Review Team, review and final approval by the SBDM Council, and implementation of the plan. The school review must include district- level program coordinators and School Council members. The Review Team may include other educational partners, outside readers such as Family Resource/Youth Service's Center coordinators, and other interested parties within the school community, such as students, parents, faculty, and other community members.

The Comprehensive School Improvement Planning process is for a two-year document that is updated annually. When completing the Comprehensive School Improvement Plan, assurance must be given that equity issues have been addressed within the Plan (see Senate Bill 168). When developing the Plan, data from a variety of sources should be included (see School Data section) to determine areas of strength for the school, as well as areas of growth. From this information, curriculum can be enhanced, with positive results on student achievement.

The Comprehensive School Improvement Plan should tie together the actions of the Council and Council-assigned committees. The Comprehensive School Improvement Plan is created to improve the academic progress of students and is created, reviewed, and approved by the Council. The Comprehensive School Improvement Plan should be a living document that is referred to and reviewed often. The Council must approve the Comprehensive School Improvement Plan and this approval must be reflected in the minutes of the SBDM Council meeting. The Council chairperson's signature on the Comprehensive School Improvement Plan Assurance Certification further certifies that the Comprehensive School Improvement Plan meets all necessary requirements. Subsequent actions of the Council, including the creation of policies, should be consistent with the Comprehensive School Improvement Plan the Council has approved.
