What is KTIP?

The Kentucky Teacher Internship Program (KTIP) is designed to provide assistance to new teachers. Its main goal is to help new teachers experience a successful first year in the classroom. The program strengthens effective teaching skills and helps the intern teacher recognize behaviors that are ineffective or counterproductive for pupil learning.

Who must participate in KTIP?

KRS 161.030 requires that all new teachers and out-of-state teachers with less than two (2) years of successful teaching experience who are seeking initial certification in Kentucky shall serve a one (1) year internship.

How does a new teacher become an intern?

A person who has completed an approved educator preparation program must pass the assessments approved by the Education Professional Standards Board (EPSB) and apply to the Division of Certification for a teaching certificate. When the requirements have been completed, as evidenced by the application, official transcript, and report of the assessments, the applicant is issued a Statement of Eligibility (SOE) valid for five years.

Who receives the statement of eligibility (S0E)

When the teacher secures employment in FCPS, and is teaching in his/her area of certification the Statement of Eligibility must be submitted to the FCPS KTIP Coordinator, Karin Pabian, Room 207 Ambrose Bldg, 701 East Main Street, 40502.

What happens after the statement of eligibility is submitted to the KTIP Coordinator?

The KTIP Coordinator works with the principal to assign a resource teacher and also with the University of Kentucky to assign a teacher educator.

What are the requirements for becoming a KTIP resource teacher?

A resource teacher must be a permanent employee in a certified, non-administrative position with four years of teaching experience and a Master’s degree or it’s equivalent.

How do I become a KTIP resource teacher?

You must participate in a one day training sponsored by the Education Professional Standards Board or complete the on-line training through EPSB. In both cases, you are issued a certificate

I have had the KTIP training in the past. How do I know if my training is still current?

All resource teachers need to be retrained beginning in June 2007. The state is transitioning all school districts to KTIP-TPA (Teacher Performance Assessment). All interns who begin KTIP after June 2007 will participate in the TPA format.

When and where is the next KTIP training?

The KTIP and IECE face-to-face training dates are now listed on the following Web page:

On the web page select the university where you would like to attend the training and select TPA for your base training and IECE (for the early childhood add-on), then search. Go to the bottom of the page and click on The University Name or Registration Form. This will take you to the training registration window for that institution.

Most FCPS teachers participate in the UK or EKU trainings. However, if you would like to take the on-line training, please go to:

Click on Assessments and Internships to get a list of the training courses available online for KTIP. The TPA online training will be available sometime in the fall semester 2007.

Tell me about electronic reporting for the intern management system.

Resource Teacher Timesheets and Record of Teacher Internship Year will now be completed entirely online through the Intern Management System (IMS). Both forms require an electronic digital signature from committee members. The electronic signature is prompted by a login password. All interns, resource teachers and principals need to create their own login passwords. (Teacher Educators will receive their login/passwords from Julie Cleary at UK.)

This process typically takes two minutes or less. Simply:

  • Log on to the EPSB website at www.kyepsb.net
  • Click on: “need a login? Click here” (below the login section)
  • Follow the prompts through the login process
  • The username will be automatically assigned once the individual enters a password
  • The login is usable immediately

If, for some reason, you are unable to obtain a username and password or you need technical assistance, you will need to call EPSB at 888-598-7667 and speak with someone in the technology department.

Record of Teacher Internship Year

During a committee meeting, the Principal initiates the Electronic Record of Teacher Internship Year report with evidence provided by the committee. Once the principal signs off on the report, the program generates a new field allowing the resource teacher, intern and the teacher educator to enter their username/password.

Resource Teacher Time Sheet

Resource teachers access the time sheet by logging on and choosing Resource Teacher Time Sheet from the drop down menu.

Intern Performance Record (IPR)

The IPR is completed as a hardcopy. If you need additional IPR forms, go to the FCPS SharePoint site http://sharepoint.fcps.net/iakss/hr/KTIP, select Resource Teacher Information in the Document Library, then open and print the TPA IPR.

How do I get a substitute to observe my intern?

Substitutes have been reserved for KTIP Resource Teachers throughout the school year. You will need to call the sub finder at (866) 515-1032 to request your date(s). When the computer accepts the date(s) you are requesting, enter the assignment in sub finder as KTIP Observation, reason #9. Resource teachers may ask for substitutes in half or full day increments for up to 21 hours of in class hours with their intern during the KTIP year. Download the Professional Development Leave Request Form from FCPS.net. (click forms, then Professional Development). Send the completed form to the Professional Development office, IAKSS. If possible, it is helpful to determine your entire schedule at the first committee meeting.

How do I cancel a substitute?

You must also notify sub finder to cancel a sub.

If my intern wants to observe my classroom or the classroom of another teacher, who pays for the sub?

Your school’s Professional Development funds will have to pay for the substitute. (EPSB will only pay for the resource teacher to observe the intern)

If time sheets are due to EPSB on May 1 for the spring semester and December 20 for the fall semester, when do we need to submit to the district office?

All time sheets must be signed and submitted to KTIP Coordinator for approval at least one week before the due date to EPSB.

What is the stipend for working with an intern?

The stipend is $1400 per year or $700 per semester. (You will make this decision at the beginning of the internship when you start your time sheet.)

When do I receive payment?

EPSB processes on a first come, first serve basis. Remember, you might not receive payment on the same check as a resource teacher teaching in your building. Time sheets are audited by the Standards Board before payment is sent to FCPS. Generally, everyone has received the fall stipend by the end of February and the spring stipend by the end of June, if you opt for two checks. Also remember your KTIP stipend is included in your regular check and will reflect your standard deductions.

What are the KTIP timelines?

Kentucky Internship Programs Deadline Information

The following are KTIP deadlines for having paperwork submitted to the Division of Professional Learning and Assessment. All persons involved in the KTIP process, including teacher interns, should become familiar with these deadlines.

On February 15, Confirmations of Employment (COE) for spring semester (January-May) interns are due to the Division of Professional Learning and Assessment or before February 15. COEs received after the February 15 deadline will not be accepted and must be resubmitted next school year.

On May 1, SIGNED resource teacher time sheets for the spring semester generated on the IMS are due to the Division of Professional Learning and Assessment. In order for resource teachers to receive their stipend payment for the semester, the KTIP Coordinator must receive the signed, completed timesheet one week prior to May 1st in order to allow time to review and/or return for corrections. If timesheets are not submitted to the Div of Professional Learning and Assessment by the due date, the resource teacher may not receive payment for the semester or full year depending on an EPSB board decision on paying late timesheets. All resource teacher timesheets must be signed by the resource teacher, intern, and principal before being submitted to the district coordinator.

On May 1, Final reports (EPI-21) for full-year teacher interns are due to the Division of Professional Learning and Assessment. For successful interns, the Final Report, signed by all members of the committee, needs to be submitted on the IMS one week prior to May 1st in order to allow time for the district coordinator to review and/or return for corrections before the deadline. All hard copies of the formal observations are due into the district KTIP office by May 1st as well.

For UNSUCCESSFUL interns, the following documents must be submitted to the district KTIP office by May 1st for preparation for submission to the Division of Learning and Assessment at EPSB.

  • Record of Teacher Internship Year (RTIY)
  • Resource Teacher Time Sheets (RTT) Fall and Spring
  • Task E in TPA (PGP-Professional Growth Plan)
  • 3 TPA Intern Performance Record booklets
  • TPA (Teacher Performance Assessment)
  • School Calendar
  • Video/TPA Cycle 3

On May 15, Interim reports (EPI-20) for spring semester interns are due to the Division of Professional Learning and Assessment. The signed interim report generated on the IMS must be submitted to the district coordinator one week prior to May 15th for review and/or correction.

On October 15, Confirmations of Employment (COE) for fall semester interns are due to the Division of Professional Learning and Assessment on or before October 15. COEs received after the October 15 deadline will not be accepted and must be resubmitted next school year.

On December 15, Final reports (EPI-21) for mid-year teacher interns are due to the Division of Professional Learning and Assessment. For SUCCESSFUL interns, the Final Report, signed by all members of the committee, needs to be submitted on the IMS one week prior to December 15th in order to allow time for the district coordinator to review and/or return for corrections before the deadline. All hard copies of the formal observations are due into the district KTIP office by Dec. 15 for interns finishing KTIP in the fall semester. For UNSUCCESSFUL interns see the information listed above under May 1.

On December 20, SIGNED resource teacher time sheets for the fall semester generated on the IMS are due to the Division of Professional Learning and Assessment. The KTIP Coordinator must receive the signed, completed timesheet one week prior to December 20th in order to allow time to review and/or return for corrections. Timesheets for resource teachers of interns finishing in December may not be paid at if they are not submitted on time. The EPSB board makes the decision regarding payment of late timesheets. Timesheets for resource teachers who elected to complete a fall and spring timesheet will be converted to a full year timesheet if the fall timesheet is not submitted by December 20. All resource teacher timesheets must be signed by the resource teacher, intern, and principal before being submitted to the district coordinator.

Upon completion of a successful internship, the intern should receive an email from EPSB or may verify online on the IMS the EPSB approval of his/her record of teacher internship year. Once the internship has been approved by EPSB, the intern must apply for a Professional Certificate by submitting a payment of $35.00 through ePay or by sending a certified check or money order to the Kentucky State Treasurer to:

What are some examples of acceptable and unacceptable mentoring activities?

The following are examples of APPROVABLE out-of-class mentoring activities:

  • Discussed expectations of internship year and reviewed KTIP packet of materials.
  • Reviewed with the intern the nine new teacher standards.
  • Identified areas of need for the intern's PGP. Reviewed the intern's PGP and shared strategies for addressing weaknesses/concerns.
  • Shared list of professional development activities with intern. Assisted him/her in selecting a professional development activity or conference that would assist him/her with the Professional Growth Plan and in his/her classroom instruction. Assisted in completing registration information.
  • Met with the intern to go over the development of lesson plans using the core content and academic expectations. Assisted the intern with writing a sample lesson plan and shared a sample of my lesson plans.
  • Discussed ways to add technology to the classroom and incorporate it into lesson plans.
  • Showed the intern how to use the classroom computer to prepare lesson plans and Power Point presentations, obtain resources from the Internet, and communicate with parents and other teachers by email, etc.
  • Discussed collaboration with other teachers and administrators and how the intern was doing. Suggested he/she serve on or attend SBDM meetings and other school committees/meetings and participate in other after-school activities.
  • Met with intern to discuss ways to increase parental involvement in the classroom and school. Discussed upcoming parent/teacher conference and did "role play" of possible conference.
  • Discussed discipline problems intern is having in the classroom. Shared strategies and techniques on discipline and classroom management such as re-arranging desks, setting rules, etc.
  • Met with intern to discuss school policy and procedures and state guidelines for referring students to special education, completing IEPs, etc.

The following are examples of UNAPPROVABLE out-of-class mentoring activities:

  • Attending faculty meetings
  • Attending ball games, dances, plays, parades, etc.
  • Working concession stands for after school events
  • Working bus duty or hall duty
  • Attending baby or wedding showers or other parties
  • Shopping at Wal-Mart or other stores
  • KTIP Committee meetings
  • Attending professional development activities/conferences together
  • Attending SBDM, Consolidated Planning, or other committee meetings
  • Resource Teacher In-Class Mentoring Time

The resource teacher is required to spend a total of 20 in-class mentoring hours assisting and assessing the intern within the school day (KRS 161.030 (.pdf) and 16 KAR 7:010). The mentoring time should be spread throughout the internship year with 10 hours per semester. A minimum of three (3) hours must be spent completing the KTIP observation instrument (formal observation). Local public school districts can be reimbursed for a substitute teacher when the resource teacher spends in-class mentoring time with the intern.

In-class mentoring hours should be completed when the intern is teaching different classes and/or content and at different times during the day. For example, don't do an all day visit. Do in-class mentoring time at two or three hour intervals so that you can observe the intern teaching in different situations. Observe what is being taught, how it is being taught and how the intern is interacting with his/her classroom. Note student's response and behavior. Share your observation with the intern and discuss/share strategies for improvement and implementation in his/her classroom. Offer praise for strengths in his/her teaching techniques.

The following are examples of APPROVABLE in-class mentoring activities:

  • Intern was teaching the "Star" story which is a part of our reading program. The lesson focused on listening skills of the students. Observed the intern's teaching style and interaction with students. I made suggestions on placing desks in a better learning environment for this activity and for student response.
  • Students were working in groups on math manipulatives, geometric shapes and calendar activities. Intern moved from group to group assisting them as needed and answered questions. Particularly noted his/her assistance with a special needs student.
  • Observed English class and lesson plan on open response writing on the book, Of Mice and Men. Discussed with intern the students' writing responses and strategies she can use for their improvement.
  • Observed intern's use of technology in the classroom. He used a Power Point presentation for a lesson plan on Life Science. Students appeared to like presentation and interacted well with intern and lesson.
  • While students were engaged completing a writing assignment, we discussed some of the intern's lesson plans and how she needed to incorporate more of the Core Content in them.

The following are examples of UNAPPROVABLE in-class activities:

  • KTIP Committee meetings
  • Field trips
  • Staff or faculty meetings
  • Training sessions or workshops
