CLASSIFIED ADVISORY COUNCIL MINUTESApril, 2005MEMBERS PRESENT: Phyllis Abernathy, Gail Grimes, Pam Allen (alt.) - Paraeducators; Fay Isaacs, Beth Johnson - Secretary/Clerical; Marcus Dobbs – Transportation; Scott O’Hair – Custodial; Terri Horn – Operations; Robin Stephens (alt.) – Food Service; Sheila Sonka (alt.) - Technology. ADMINISTRATORS PRESENT: Stu Silberman, Superintendent; Mary Browning, CFO; Elizabeth Simpson, Diana Shoop - Human Resources. OLD BUSINESSNone NEW BUSINESSPARAEDUCATORSPam Allen had a question about retirement for Paraeducators. Would they be eligible to draw both state and social security retirement? Diana Shoop responded that the answer is yes, they can, if they are eligible for retirement under both systems. To determine eligibility for retirement with Social Security the employee should check with the Social Security office. Everyone gets a summary statement from Social Security each year and the amount of social security that you are projected to draw. Phyllis Abernathy asked if an employee had time in both the certified retirement system (KTRS) and the classified retirement system (CERS) can they retire from both? Diana Shoop indicated that the service credit from both systems is reciprocal and that the service credit can be combined. Gail Grimes asked how it was determined who would get pink-slipped due to staff reductions. Stu responded that each employee is in a particular job classification. If staff is being reduced within that job classification, those persons who are in that job classification would be reduced, either pink-slipped (non-renewed) or reassigned, depending upon length of service with the district. For example, Hypothetical Elementary School has 5 Special Ed Paraeducators, 2 Kindergarten Paraeducators, and 4 Instructional Paraeducators. Based upon their staffing allocations for next school year, they will need to reduce to 3 Special Ed Paraeducators, 2 Instructional Paraeducators and 1 Kindergarten Paraeducator. Of the 5 Special Ed Paraeducators, 2 have more than 4 years of continuous, contracted service with the District. The other 3 have been hired within the last 4 years and may be non-renewed for any reason. The principal of Hypothetical Elementary School decides to non-renew all of the 3 that have been hired within the last 4 years, even though she only really needs to reduce 2 Special Ed Paraeducator positions. Both of the Kindergarten Paraeducators have over 4 years of continuous, contracted employment with the District. The least senior of these 2 will be reduced from their Kindergarten Paraeducator position. The principal, however, has elected to re-assign that Kindergarten Paraeducator within Hypothetical Elementary School to the vacant Special Ed Paraeducator position. Of the 4 Instructional Paraeducators, 3 have more than 4 years of continuous, contracted service with the District and 1 has been hired within the last 4 years. The 1 that has been hired within the last 4 years will be pink-slipped (non-renewed). Since the other Instructional Paraeducator has over 4 years of continuous contracted service with the District, they will be reassigned to another Instructional Paraeducator position within the District. If there are no vacant Instructional Paraeducator positions within the District, then the least senior Instructional Paraeducator district-wide will be “bumped” (i.e. non-renewed) so that this Instructional Paraeducator can be reassigned to that position. TRANSPORTATIONMarcus Dobbs asked that the loading/unloading zones at Bryan Station High and Paul Laurence Dunbar High be looked at. The traffic at both schools gets really jammed up and creates an unsafe situation and route delays for the bus drivers. Mary Browning indicated that she would look into it.
