CLASSIFIED ADVISORY COUNCIL MINUTESJanuary 18, 2005MEMBERS PRESENT: Phyllis Abernathy– Paraeducators; Beth Johnson, Shirlee Holloway (alt.) – Secretary/Clerical; Barbara Hayes– Law Enforcement; Bob Glass,– Transportation; Jo Ann Bright, Scott O’Hair – Custodial; Terri Horn – Plant Operations; Doug Botkin – Maintenance; Jim Adams- Technology. ADMINISTRATORS PRESENT: Stu Silberman, Superintendent; Mary Browning, CFO; Diana Shoop & Elizabeth Simpson, Human Resources. OLD BUSINESSIn response to a question from the October meeting regarding how the custodial sub is assigned, Mary Browning provided the following response: FCPS single substitute custodian is assigned based on the following criteria:
If a middle school and an elementary school have the identical need and request, the elementary school would get priority simply based on number of staff at the school. High schools will never be offered a sub based on the number of staff they have. NEW BUSINESSTRANSPORTATIONBob Glass wanted to thank John Kiser and the staff of mechanics for the warm buses this morning. CUSTODIALScott O’Hair asked when the change was made that you didn’t get paid for the election day (X-day) if you worked it? Mary Browning responded that information had gone out to the school principals that indicated if a custodian worked on the election day then they could swap it out with the work day scheduled for December 27th for 12 month, hourly employees. Apparently this information was not effectively communicated to staff members. Next time this occurs, the affected staff members as well as their supervisors will receive the communications. MAINTENANCEDoug Botkin indicated that there had been 2 Maintenance Tech’s that worked over the Winter Break but were not paid when others who has worked over Winter Break were paid. The two were told that they would have to take flex-time. Mary Browning indicated that she had been made aware of the situation and that it had been resolved. Doug asked if custodians were still required to do building checks. Mary responded that guidelines had been developed that indicated that if the temperature fell below 28 degrees then the custodian was supposed to do a building check. They are looking at revising these guidelines, however, to include procedures for checking the buildings during the longer breaks. PARAEDUCATORSPhyllis Abernathy wanted to thank Stu for standing up for employees regarding the insurance issues and the raises. Phyllis indicated that there was still a question about why the District can’t escrow money for employees who are contracted for less than 12 months. Stu responded that Federal and State Wage and Hour Laws prohibit us from doing so but suggested that the employee set up an escrow for themselves via a savings account. Diana Shoop can explain how to calculate the amount that should be set aside if an employee wishes to establish their own escrow account. An explanation of the process was also provided in the November, 2004 minutes of the Classified Advisory Committee. Phyllis asked if the In-service Day for Classroom Paraeducators (Kindergarten and Instructional Paraeducators) could be flexible so that they can come in on the same day that their teacher does to assist them in setting up the classroom. Stu has no problem with this as long as it is just for the one day and if it is ok with the school principal. Phyllis asked if there could be Professional Development provided for Paraeducators. Stu will check to see if there is money available for this. The Special Ed Department currently provides for 1 day of Professional Development for the Special Ed Paraeducators.
