CLASSIFIED ADVISORY COUNCIL MINUTES

September 21, 2004

MEMBERS PRESENT: Phyllis Abernathy, Gail Grimes and Dora Cook, Instructional Assistants; Patty Reed and Fay Isaacs, Secretarial/Clerical; Marcus Dobbs, Transportation; Debbie Bryan, Custodial; Linda Stewart and Liz O'Doherty, Food Service; John Hale, Law Enforcement; Charlie Hatton, Operations.

ADMINISTRATORS PRESENT: Stu Silberman, Superintendent; Diana Shoop and Liz Simpson, Human Resource; and Mary Browning Physical Support Service.

VISITORS PRESENT: Terri Horn, Operations.

OLD BUSINESS:

Vendor/Soda Machine Selections: The district has a contractual agreement. It was suggested to ask the person that comes to fill up the machine for a list of selections that are available. Review the list then make suggestions to that person for items which would be more sellable.

School Calendar/Spring Break: Stu explained that testing is the determining factor in scheduling Spring Break in the Instructional Calendar. Mary said that calendars are developed at least two years in advance and the classified employee is represented on the committee by a classified administrator.

NEW BUSINESS:
STU

Stu informed the group that he was to meet with the governor Tuesday afternoon on how insurance is impacting the district. He made us aware that the governor was planning to call a special session regarding insurance issues.

Stu suggested a name change to Classified Advisory Committee for our group.

CUSTODIAL

Debbie asked about the custodial staff working during the presidential elections and being told to flex it out when it is very difficult for the custodians to take a day off due to limited staffing in these positions. She said that comp time is not legal. Mary explained that flex time is not comp time but a schedule change which must be within the same pay period week. Stu said that staffing is an issue that falls under the principal's responsibility. The employee has the "X" day (paid day off) which is to be taken on the designated day or on a scheduled flex time which meets the required guidelines.

Debbie asked if the Site Based Councils have the authority to alter board policy (for example in the custodial area). Stu explained that the SBC members are determined by state law and have the right to determine the number of positions in the building. Custodians are assigned to buildings.

INSTRUCTIONAL ASSISTANTS

Gail asked about year round pay for employees working less than a year round schedule. It was explained that this cannot legally be done. Diana suggested that the employee set up a credit union deduction. She offered help in calculating the deductions. Diana suggested that employees may want to take advantage of one of their employee benefits - EAP (Employee Assistance Program) which offers financial planning. Phone number is 859-224-2022. See the website under employee benefits to review areas of assistance offered by the EAP.

Para Educators will become the new name for assistants.

Phyllis said that assistants have been told there is no overtime. If assistants do dismissals they stay until all the children are safely dismissed which results in working overtime. Diana said that employees must document time worked on their timesheets and must be paid for that time. This is a wage and hour issue. Stu said that a salary employee should be responsible for dismissal which would eliminate this problem.

SECRETARIAL/CLERICAL

Fay said that an individual felt slighted that the website did not offer insurance information for the ten and a half month employee. Diana pointed out that Fayette County Public Schools provides employees with contribution worksheets, insurance information applications, etc. The information on the website was from the state.

The next scheduled meeting is October 18, 2004 at 5:45 p.m.
