CLASSIFIED COUNCIL MINUTESFebruary 17, 2004MEMBERS PRESENT: Linda Stewart, Food Service; Gail Grimes and Phyllis Abernathy, Instructional Assistants; Doug Botkin, Maintenance; Charles Hatton, Operations; Fay Isaacs and Patty Reed, Secretarial/Clerical. ADMINISTRATORS PRESENT: Elizabeth Simpson and George Rogers, Human Resources; Mary Browning, Physical Support Services and Doug Marshall, Budget. OLD BUSINESS:Dr. James and members report on the issues of the November 25th meeting:
NEW BUSINESS:Secretarial / ClericalFay presented a question on MUNIS purchase orders for the Print Shop. Would someone please explain the bookkeeping procedures used to process printing invoices? Is the procedure used for both schools and central office? MaintenanceDoug expressed his concern with the district's purchase order cutoff schedule and freeze with regards to repairs that may need to be made after the cutoff date which would require a purchase order. Mary Browning reassured Doug that necessary expenditures would be allowed with the Superintendent's approval. Instructional AidesPlease find below a listing of questions and concerns presented by Gail and Phyllis. When suggestions were made by members present they are included with the question/concern. Phyllis:If an employee receives a pink slip can they file for unemployment? Yes they are eligible to sign up for unemployment. If an employee signs up for unemployment and they are offered a comparable job and they refuse the job offer will this affect their unemployment eligibility? Yes What happens to accumulated "sick leave" if an employee receives a pink slip? The district is liable for the unpaid sick leave when the employee retires through the county retirement system unless that employee withdraws from the retirement system account. If an employee opts to take their retirement and they die, where does the retirement money go? The beneficiary is designated by the employee. What options do employees have in trying to be rehired back into the system? Employees should go back into the applicant pool. It was suggested that applicants may want to reapply on line to ensure that their information is accessible for review. Previous applications are being scanned into the data base but it was highly recommended that employees reapply on line. Notifying schools of an employee's availability and interest in working at a particular site was also suggested. If teachers are guaranteed by state law to have a duty free lunch and assistants are dismissed who will have lunch duty? Position loss will have an "impact" on other areas within our district. Duties will have to be reassigned to employed staff. Teachers can be assigned lunch duty as long as they are scheduled a duty free planning period. Phyllis stated that she had an opportunity to access her on line voucher for her paycheck and she wanted to let everyone know that it works. Gail:Is there tenure for Classified employees after four years of employment? There is no tenure for Classified employees. An employee with at least four years of employment will have due process rights and the right of recall. The law is not specific on the time frame. Where and to whom can employees send an itemized listing of their daily duties/activities regarding their positions? One suggestion was their district board member representative. How can an employee access their paycheck voucher during the summer if they do not have a home computer? Public Library and numerous school district sites Is it legal for a classified employee to be on duty in the cafeteria without a Certified employee? Yes This decision is up to the site principal. What leave can an employee use when pursuing an educational degree that conflicts with a work schedule? Personal Leave or a day without pay was suggested.
