Classified Council Minutes

January 22, 2002

MEMBERS PRESENT: Bonnie Kelley and Monica Johnson, Secretarial/Clerical; Leigh Ann Hogue and Gail Grimes, Instructional Assistants; Linda Brewer, Technology; Bob Glass and Carolyn Sparks, Transportation; Russell Southworth and Doug Botkin, Maintenance; Judi Hale, Food Service; Duane Pickett, Warehouse; and Mike Baker, Operations.

ALTERNATES PRESENT: Keith Carnes, Transportation.

ADMINISTRATORS PRESENT: Dr. Robin Fankhauser, Superintendent; Wayne Young, Physical Support Services; Doug Marshall, Budget; Elizabeth Simpson and Diana Marshall-Shoop, Human Resources.

OLD BUSINESS

Follow-up was requested on the following issues from previous meetings:

  • Gail Grimes' question about the issue of having instructional assistants confirmed from 179 days to 180 days.  A cost analysis was to have been done. Doug Marshall is to get this information from Garry Hoover in Technology. The information is not yet available. 
  • Jo Ann Bight's concern about new employees receiving same amount of vacation as employees already employed. This is another cost issue. Doug Marshall is to report back to the Council at the February meeting.
  • Duane Pickett's issue on being obligated to work on X days and being paid straight time. The procedure has always been that if you work during the same working hours as your confirmation calls for, then you receive regular pay.
  • A question Marvin Jacobs asked as to why schools were not flying the American flag properly. Dr. Robin had this addressed in the principal's packets and the problem appears to be resolved.
NEW BUSINESS

Jo Ann stated that some custodians are being required to work the buzzers to open the doors in the morning and the afternoon. This is taking time from their work schedule and some work may not be completed. Dr. Robin said to bring this to the attention of the principal. Wayne Young said that if the door duty must be done, then it must be explained and understood that some primary duties may suffer. Dr. Robin said this should only be done if the custodian is in that area.

Carolyn Sparks asked why emergency leave cards are sometimes questioned and denied when turned in even after a supervisor has approved the leave. Dr. Robin explained that we must follow the same procedure for all and be consistent. Elizabeth Fugazzi is the "gate keeper" and tries to apply the same criteria consistently in all cases.

Keith Carnes asked why it is that when a bus driver or monitor retires and has worked 20 or 30 years in the system, then come back in the same position from which they retired, are allowed to bring only 4 years of experience credit. Liz Simpson said that this is the accepted procedure. She will look into the way the Single Salary Committee voted on this and report back to the Council at the next meeting.

Bob Glass asked why drivers are confirmed for a certain time but when they are off on leave they only get paid by the closest hour. For example, if their confirmation reads 7 AM to 3 PM, but they work until 3:30 PM, they actually get paid the extra 30 minutes but if they have to take any type of leave they only get paid until 3 PM. The employee needs to check to see what their confirmation actually says. Leave is calculated based upon the employee's confirmed work schedule, regardless of any extra hours normally worked. Any further questions should be directed to Liz Simpson in Human Resources.

Judi Hale asked about about due process procedure. Her question was whether the first level supervisor has the authority to tell an employee to stay off work until Dr. Robin makes a decision on termination or continued employment. Dr. Robin stated that this depends on the severity of the problem; sometimes employees may be reassigned or be put on leave until a decision is made.

Judi also asked if there is a policy on employees in one department actively recruiting employees in another department while both are on the clock. Dr. Robin stated that only supervisors can recruit employees and may do so on the clock. Non-supervisory employees cannot do recruiting while on duty.
