MINUTES OF COUNCIL MEETING

AUGUST 20, 2001

MEMBERS PRESENT: Doug Botkin, Maintenance; Walter Kirk and Jo Ann Bright, Custodial; Judi Hale, Food Service; Duane Pickett, Warehouse; Mike Baker, Operations; and Bonnie Kelley, Secretarial/Clerical

ADMINISTRATORS PRESENT: Doug Marshall, Budget Services

OLD BUSINESS: At the June meeting it was discussed whether we should move the Classified Council minutes to the intranet (private website). Some employees who bring concerns to the council do not want their names mentioned publicly. Bonnie suggested that after the elections are held in September, the names and contact information of the new representatives be put on the intranet so each classified employee will know who to contact about their concerns. 

The elections are to be completed by October 1 and as soon as the information is made available, it will be put on the intranet.

NEW BUSINESS: Bonnie asked if secretarial/clerical employees who are currently working 7 hours would be made 8 hours during this school year. Doug said that some funds have been made available to the various budget managers. These funds are earmarked for “overscheduled work hours.” If the budget manager chooses to increase anyone in their department to 8 hours, then it must come from their budget. The budget manager will also have to cover not only the cost of the additional hour(s) to bring the employee up to 8 hours for each work day, but will also have to cover the additional cost for X-day and holiday pay, sick leave and personal leave, as well as employer matching cost. Finally, the budget manager must consider retaining some of the overscheduled budget for unforeseen emergencies and unscheduled overtime.

Mike Baker asked about the medical insurance premium increase for the 2001-2002 school year. The rates are increasing 5% to 17.3% depending on the level of coverage. Employees will be able to select a medical insurance carrier between Bluegrass Family, CHA or Humana. The State has increased their contribution from $234 to $245 per month, but will only contribute $234 if you elect Flex Spending rather than medical insurance coverage.

Walter asked if part time custodians were going to be made 10.5 month employees (210 days). Doug said he has no information on this but will check in to it and report back at the September meeting.

Doug Botkin asked if there is a maximum number of hours an employee can work during a 24-hour period. Doug Marshall will check the labor laws and report back to the Council at the September meeting.

The next Classified Council Meeting will be Monday, October 15, 2001.
