MINUTES OF COUNCIL MEETING MEMBERS PRESENT: Walter Kirk, Custodial; LaVerne Sallee, Food Service; Doug Botkin, Maintenance; Monica Johnson and Bonnie Kelley, Secretarial Clerical; and Gail Grimes, Teacher Assistants. ADMINISTRATORS PRESENT: Dr. Robin Fankhauser, Superintendent; Wayne Young, Physical Support Services and Doug Marshall, Budget Services. ALTERNATES PRESENT: Chuck Price, Operations; and Barbara Holder, Custodial. VISITORS/ADMINISTRATORS/SUPERVISORS PRESENT: Diana M. Shoop and Elizabeth Simpson, Human Resources and Ron Brown, Financial Service. NEW BUSINESS Bonnie asked if the proposed raise definitely includes classified personnel. Superintendent Fankhauser said, "Yes." Bonnie also wanted to be sure that if an employee is due a "step-up" that will be included; again, the answer was yes. Wayne Young spoke on Comp Time. Diana Shoop reiterated that for classified personnel there is no such thing as Comp Time. Anyone attempting to use comp time is breaking the law. Supervisors are not allowed to grant permission for comp time. It is being reported that secretaries/bookkeepers are working extra time without pay. This cannot be done. If you work you must be paid; if your supervisor permits you to work, they are responsible to be sure you are paid. For those employees working without being paid or being granted what is being referred to as comp time, you are breaking the law. This must be stopped immediately. Dr. Robin and Diana will try to obtain information on who is doing this and action will be taken. Doug Botkin stated that trade technicians require a license. They are being told they will have to pay the annual fees for these licenses. This has not been done in the past; the Board had absorbed the expenditure. Since this is a requirement under this job description they feel the Board should still pay for the license. Dr. Robin and Wayne will check on the Board paying and report back to the Council at the June meeting. Chuck Price stated that there are still employees not receiving the Classified Council Minutes. He asked if a hard copy could be sent to each Council member and it be their responsibility to see they get delivered. Bonnie stated that 2 years ago, the Council requested it be put in the Internet and that has finally been accomplished. [WEBMASTER'S NOTE: This was "finally" accomplished in April of 1998, as soon as the idea was suggested. There has been no two year delay as implied by the above.] We do realize that there are some employees who do not have access to a computer so this could be a solution. Bonnie said she would send the May minutes to the Council members. Wayne Young stated that time clocks have or will be installed at Meadowthorpe and Johnson. Doug Botkin said he was under the impression that once a requisition was done and a purchase order number assigned it was okay to pick up the merchandise before having the actual purchase order in hand. Bonnie said that until the purchase order is returned to the originator, it has not been approved; you must have the hard copy for it to be a valid purchase order. Doug asked about emergencies. Wayne Young said he had a meeting with Wayne Smiley. Because there are emergencies where the merchandise must be rushed -- such as when a part is broken and a piece of equipment is down -- it was decided to write "Emergency" on the actual purchase order at the time it is being entered and give the reason for the emergency. Dr. Robin is in agreement. She realizes there are emergencies but wants us to be sure and follow policy and procedure. Walter Kirk asked when custodians are working during the summer months, if they are allowed to wear their own clothes (not uniforms) and can short pants be worn. Wayne Young advised him to have the employee talk to their supervisors as this could be an OSHA issue.
