MINUTES OF COUNCIL MEETING
APRIL 16, 2001

MEMBERS PRESENT: Monica Johnson, Secretarial/Clerical; Gail M. Grimes, Instructional Assistant; Judi Hale, Food Services; Walter Kirk and Jo Ann Bright, Custodial; Duane Pickett, Warehouse; Mike Baker, Operations; JD Jones, Law Enforcement.

Alternates Present: None

ADMINISTRATORS PRESENT: Wayne Young, Physical Support Services and Wayne Smiley, Financial Services.

OLD BUSINESS

Fay Isaacs, CKAEOP President, responded with suggestions to a concern from last month’s meeting. The concern was in regard to uniform training for Secretarial/Clerical Subs and New Hires. Suggestions were Cross Training for Subs and New Hires and ongoing training for regular employees. SSTS training for Attendance Clerks/Registrars and EPES Software training for Bookkeepers. Wayne Young said resource people within the district should be brought in to do workshops and he suggested that Fay conduct the EPES Software training. Professional Development Leave was another suggestion. Fay said if the district would not permit support staff to attend State and National Conferences then Professional Development need to be provided within the district.

NEW BUSINESS

Walter Kirk asked what is the policy for the time of setting up and tearing down for gym rentals? Wayne Young said they have to pay for time on site. Policy states expenses are paid thirty minutes before and thirty minutes after activities.

Judi Hale asked is there such a thing as Comp Time? Wayne Young said, “No”, however you could have an adjusted work schedule. Notice should be given and it should be within the forty-hour period. JD Jones stated you have to agree to work early or work late.

Gail Grimes asked if it is a rumor or fact about Assistants being cut next school year. Wayne Young responded that when they went through the budget there was no talk about Assistant allocations and schools can decide who they want to hire or let go. This issue is not settled.

Jo Ann Bright asked about the policy for staff members and principals assigning work to custodians during lunch breaks.

Wayne Young stated the Fair Labor Standards Act states “everyone has to be granted a lunch break.” Lunchtime is at least thirty minutes and when working four hours straight there is a ten to fifteen minute break; depending on how many hours is worked. No one should have to work during lunch or breaks.

Monica Johnson asked if raises would be for certified staff only? If this is not decided when will it be decided?

Wayne Young responded that this is still being discussed and is still an open issue. He also stated he doesn’t know when a decision will be made. Usually, everyone gets a raise.

Walter Kirk asked how many schools have time clocks?

Wayne Young said he thought Springhill Drive was the only Department with a time clock because the district cannot afford them in schools. Walter said he was informed that Johnson has a time clock and Mike Baker said Meadowthorpe also has a time clock. This is part of the schools expenses.

Jo Ann Bright asked why do principals allow after school program activities such as Boy Scouts at schools causing the custodians to do extra work.

Wayne Young stated after school programs should not be a problem, however, it is up to the principal. If the activity is on a weekend and the custodians have plans they can say this is their personal time. Wayne Smiley said it depends on how the job is defined.

Jo Ann Bright also stated who is in charge of YMCA and extra work that goes with all after school programs?

Wayne Young said it is up to the principals.

Jo Ann Bright said when kitchen is short staffed they have to use Styrofoam and custodians have to help. Why can’t the kitchen staff help custodians when they are short staffed?

Wayne Young said he would talk with Food Services.

Jo Ann Bright asked why is the Classified Council Minutes late getting posted?

Wayne Young responded that Bonnie Kelley has illness in the family. Walter Kirk said you could get the minutes off the web page.
