MINUTES OF COUNCIL MEETING
JANUARY 16, 2001

MEMBERS PRESENT: Bonnie Kelley and Monica Johnson, Secretarial Clerical; Duane Pickett, Warehouse; Walter Kirk and Jo Ann Bright, Custodial; Lewis Edwards, Transportation; Leigh Ann Hogue and Gail Grimes, Instructional Assistant.

Alternates Present: Chuck Price, Operations and Carolyn Sparks, Transportation.

ADMINISTRATORS PRESENT: Robin Fankhauser, Superintendent; Doug Marshall, Budget; Elizabeth Simpson and Diana Marshall-Shoop, Human Resources.

OLD BUSINESS:

Dr. Fankhauser stated that John Kiser is in the process of trying to secure cameras on all buses.

NEW BUSINESS:

Jo Ann Bright asked how the YMCA received police reports on personnel using Fayette County School buildings. Dr. Fankhauser said checking of police records would be done by the YMCA. They would not be allowed to use our records. Dr. Fankhauser will check into this further.

Chuck Price questioned how a position could be filled (concrete position) by someone outside the school system when people within the system were interested, and the position was not advertised. Liz Simpson stated that she thought the position was advertised but would check in to this and report back at the next meeting.

Lewis Edwards asked if there is a "grapevine committee" in Transportation. The Superintendent said she is in the process of setting up a committee to try to get the best recruits to make recommendations to the Board. The group will include old bus drivers, new bus drivers and committee representatives.

Monica Johnson inquired if the Single Salary Schedule committee was going to be looking into various positions. There are still problems with a new employee coming in with more experience that a current employee. Dr. Robin said that this should be corrected by now. She said that the Single Salary Committee would reconvene - members consisting of some of the old group and also bring some new members on the committee.

Regarding the question of the open position in the Superintendent's office being a new position, Dr. Robin said that this is a position that was left open when the person in that position took another job in the system. Co-op students have filled it since then. For the record, it is not a Grade 18.

Gail Grimes referencing December 13th - snow and school was dismissed early. Why we were not informed "before receiving our paycheck that we would be docked 2 hours for leaving early. She reiterated that the Instructional Assistants give of their time very freely and they cannot understand why this happened. Dr. Robin suggested they get with the principal and ask for 2 additional hours (providing work is available) to make up for this time.

Gail also stated that some employees are still unhappy with their checks they receive after the Winter Break. Doug Marshall advised that they use the same method of putting money in the credit union, the same procedure that is available to everyone and has proved very helpful to the employees previously on 26 pay.

Bonnie asked about an employee who had been with the school system for 33 years and retired. She set her retirement date to accommodate various other positions which is what she wanted to do. She worked up to Winter Break and on the first day of the new year, was rehired in a new part-time position. She was informed by someone in Central Office that she would be paid for the days after Christmas but not for New Years day. Before all of this did transpire, she was notified that she would not be paid. Dr. Robin said she was made aware of this situation and the employee was given the opportunity to retract the retirement and move the date. Since the employee choose to keep the retirement date as originally planned this is in Board policy and all employees are treated the same.

Gail brought up a concern over service credit for retirement. Diana Marshall Shoop said she would try to have someone from retirement system be present at the next meeting to answer any questions.

Bonnie stated that there is great concern with registrars and attendance clerks concerning their responsibilities not being what they were when they were originally slotted on the Single Salary Schedule. Dr. Robin said she was aware of some added duties and responsibilities and would ask the salary committee to look into this.

Bonnie also stated that there are several concerns from the middle school principals association concerning the entire school front office staff. A copy of these concerns was passed to the administrators who were present. Dr. Robin said she would take them under advisement.
