MINUTES OF COUNCIL MEETING
MAY 17, 2000

MEMBERS PRESENT: Bonnie Kelley, Secretarial/Clerical; Mike Baker, Operations; Doug Botkin, Maintenance; Judi Hale, Food Service; Jim Regan, Transportation; and Murlyn Toombs, Law Enforcement.

ALTERNATES PRESENT: Walter Kirk, Custodial; Roger Mullins, Maintenance; Leigh Ann Hogue, Instructional Assistant and Barbara Durham, Transportation.

ADMINISTRATORS PRESENT: Dr. Robin Fankhauser, Interim Superintendent; and Wayne Young, Physical Support Services.

VISITORS PRESENT: Vernice Haley, Payroll

OLD BUSINESS:

Bonnie inquired as to any "new information or progress" on secretarial/clerical personnel currently working 7 hr day being confirmed to an 8 hr. day. Wayne Young stated that this is a "budget issue" but is being discussed. Bonnie said that a lot of the 7 hr. employees are working 8 hours as "over scheduled hours"…thus the cost could be moved from the overtime to regular time. The only additional cost would be in the benefits area. I.e. vacation, sick leave, emergency leave, and personal leave. Dr. Fankhauser said they are in the process of calculating "over-scheduled hours) - trying to determine who needs the 8 hr work day. Wayne said we need to get the priorities straight of what we want addressed first. This is in reference to the "probationary period for classified retirement" - "transferring sick leave from county to county" and "part-time classified employees earning sick, personal, and emergency time the same as certified". This will also have a budget impact. Wayne said that Mike Carr is working on these issues and will report his findings to the council at the June meeting.

The current "By-Laws"/Guidelines will be discussed at the June 21st meeting. Employees who wish to make comments and/or request changes in the guidelines may submit them to their appropriate representative for presenting at the June meeting. The by-laws/ Guidelines are on the website.

Vernice Haley presented a handout to the Council referencing "Employee Maintained Salary Escrow". This can be setup to replace the 26 pay check option that employees choose. Ron Brown is to be at the June meeting to explain this to the Council.

NEW BUSINESS:

Mike Baker inquired as to the possibility of unused emergency leave being converted to sick leave. Wayne explained that sick leave may be converted to emergency, by Board approval. Emergency leave cannot be converted to sick leave. (get with Lisa for explanation)

Walter Kirk asked for clarity on an employee being subpoenaed to court against the "school district". In question is the amount that the employee is to reimburse the Board etc. Wayne and Dr. Fankhauser asked Walter to put this concern in writing and they will forward it to the Board attorney for the answer.

Roger Mullins asked if the District has ever considered some form of reimbursement for higher education for the classified staff (i.e., time off or tuition reimbursement for maintaining a certain grade point average) Wayne said that the employee (classified or certified) pays for their own education….the reward comes in the salary received after the education is obtained.

Roger also asked if there is anything that can be done about equipment at the schools, being mishandled and damaged . It appears that the damage is being done by the people setting up the equipment. Wayne Young suggested that they talk to the principal….also advised them to take pictures of whatever damage has been done to a particular piece of equipment.

The next and last Classified Council meeting for this school year is Wednesday, June 21, 2000.
