MINUTES OF COUNCIL MEETING
APRIL 19, 2000

MEMBERS PRESENT: Bonnie Kelley & Sharon Benbow, Secretarial/Clerical; Doug Botkin, Maintenance; and Murlyn Toombs, Law Enforcement.

ALTERNATES PRESENT: Brian Buckler, Warehouse/Operations; Leigh Ann Hogue, Instructional Assistant; and Lewis Edwards, Transportation.

ADMINISTRATORS PRESENT: Doug Marshall, Planning and Budget Services and Wayne Young, Physical Support Services.

ADMINISTRATORS/SUPERVISORS PRESENT: Liz Simpson and Diana Marshall Shoop, Human Resources and Lisa True, Payroll Supervisor.

OLD BUSINESS:

Bonnie Kelley asked if there was anything new to report on the ongoing two-year issue (with regard to the Single Salary Schedule) of new employees entering at a higher level pay rate than current employees. Doug Marshall stated that this was still being discussed and information being compiled as to how many employees are affected.

Bonnie also brought up a concern received from Diana Shoop regarding concerns which are brought before the Classified Council not being resolved; rather, after several meetings they “just fall off the minutes.” The particular items in question at this time are:

(1)    The probationary period for classified retirement,

(2)    transferring sick leave from county to county for classified employees, and

(3)    part-time classified employees earning sick, personal, and emergency time the same as certified (with no two-year wait).

These items have been brought before the Council and Wayne Young has taken the concerns to DLT. Wayne explained that the answer is not readily available due to the budgetary impact it may have. He said that he agreed these issues had gotten lost in the shuffle. Diana said that Council spends too much time on items that should not be brought before it, such as cleaning of cafeteria tables.

Classified Council members who were present at this meeting agreed that items should be kept on an Open List until a response is given. It is understood that such a response may not necessarily be favorable, but any response is better than none.

The By-Laws/Guidelines for the Classified Council will be discussed at the May 17th meeting. Anyone having any concerns for changes may notify their prospective representative.

Bonnie stated that there is still a concern from the warehouse and operations employees as to how they can best be represented on the Council. She asked that this be studied when requesting any changes in the guidelines as to the number of representatives and the category they represent.

Lisa True said they are exploring the possibility of getting timesheets out earlier. She will report back to the Council as soon as possible.

Bonnie asked about the 26 pay option: the legalities and chances of it being changed back to the way it was originally voted on. Ron Brown was unable to attend this meeting, but he has suggestions as to how he can help make it workable for employees — and not have it be a legal problem. Depending on prior commitments, Ron will try to attend the May meeting and present his suggestions.

Someone asked whether a reporting time for when schools are closed due to inclement weather had been determined. Bonnie stated that this was in previous minutes. Channel 13 is to report schools closings by 4:30 a.m. (NOTE: This information will also be posted to the district Web site between 4:30 and 5:00 a.m. when school is cancelled.)

NEW BUSINESS

Lewis Edwards asked that the following statement become part of the Classified Council Minutes.

“On behalf of the bus drivers and drivers assistants, we wish to thank Dr. Robin Fankhauser, John Kiser and Wanda Wagoner on their success in having these positions remain the same for next year. We do appreciate the time and effort given to complete the process. Thank you all!”

Murlyn Toombs inquired about travel issues, such as ‘what expenses are reimbursable.’ She asked when an employee is sent to training, are they to be supplemented for travel and extra time due to travel and meals. She asked if there is a Board policy or is it a department decision.

Wayne Young responded the answers are in the Professional Leave Handbook. Doug Marshall also responded that — even though the travel might not be professional development funding — Connie Evans could advise on procedure and answer concerns.

Doug Marshall gave the Council an update on the Superintendent’s Search. It is the Search Committee’s goal to have a recommendation to the Board by May 4th and the Board to make their selection by May 31st.

The next Classified Council meeting is Wednesday, May 17th at 5 p.m.
