MINUTES OF COUNCIL MEETING 
MARCH 15, 2000

MEMBERS PRESENT: Bonnie Kelley and Sharon Benbow, Secretarial/Clerical; Janice Green and Walter Kirk, Custodial; Mike Baker, Operations; Duane Puckett, Warehouse; Judi Hale, Food Service; Doug Botkin, Maintenance; Jim Regan, Transportation; and David Mahan, Instructional Assistant.

ALTERNATES PRESENT: Peggy Wood, Food Service; Lewis Edwards and Barbara Durham, Transportation; and Leigh Ann Hogue, Instructional Assistant.

ADMINISTRATORS PRESENT: Dr. Robin Fankhauser, Int. Superintendent; Wayne Young, Physical Support Services; and Doug Marshall, Planning and Budget Services.

ADMINISTRATORS/SUPERVISORS: Ron Brown, Financial Services; Diana Shoop, Human Resources; Lisa True, Payroll Supervisor; and Terry Wicker, Technology.

OLD BUSINESS:

Jim Regan asked why leave balances could not be printed on check stubs. His suggestion, at the last meeting was to print the accrual information on all non-transportation employee's paychecks. Dr. Fankhauser stated she felt that all employees should be treated equally. Lisa explained that hourly employees' checks are processed in one payroll run. The ability to print leave balances is controlled by one print option which is either on or off and that it could not print for a specific group of employees. Lisa also stated that leave balances could be printed now, however, she did not want to print incorrect balances for transportation employees. Dr. Fankhauser stated that she would check with Ms. Gregg to see if we could print the leave balances but include some type of disclaimer.

Lewis Edward updated on additional security for traffic control - Wayne Young stated that Law Enforcement is not staffed to handle additional security at the present time. He said he will try to send someone to monitor the situation.

Bonnie Kelley inquired as to any further information on the problem with any suggestions or corrections with the problem of the entry level of a new hire versus current employees. Dr. Fankhauser said she is trying to compile all available data and will report back as soon as this is complete.

Ron Brown explained some alternatives to employees who are dissatisfied with the current 26 pay procedure. He explained, in detail, how help could be made available to employees who want this. He suggested that it be determined the amount the employee would like deducted - payroll could make the deduction and have a direct deposit made to the Credit Union. (The Credit Union and MUNIS are already set up to handle this type of deduction) Ron explained that this could be the solution to some of the problems which have arisen due to the change in the 26 deduction from last year to this year. He and Lisa are willing to help employees accomplish what appears to be beneficial to their needs. They will do further study on this matter - and advise the Classified Council at the next meeting.

NEW BUSINESS:

Janice Green inquired to the possibility of Bill McGuire or Terry Horn being elected to the Classified Council (custodial). Since both of these employees are in supervisor roles, the By-Laws would have to be changed.

Mike Baker said that his interpretation of previous Classified Council minutes is that there is not a mandatory dress code. He asked if this is true, is it fair to be reprimanded for not wearing uniforms? Wayne Young stated that some positions require uniforms, e.g., Law Enforcement and Food Service. Some departments have purchased uniforms for identification purposes for entering school grounds. This particular concern arises from an employee being either called in to take care of a problem or on a day when school was not in session, when in that case it does not seem necessary to be in a custodial uniform. Sweats or blue jeans would not present a problem.

Duane Pickett stated there was talk of doing away with the warehouse and if so, what would be the status of the current employees? Dr. Fankhauser stated we are trying to get rid of excess furniture/equipment etc. Wayne Young said "all of us are subject to be jobbed out to save money. We are support staff and are judged on our quality of work."

Walter Kirk asked if schools that have garbage disposals are required to use them or are they supposed to carry garbage to the dumpster? Wayne said to use the disposal when appropriate.

Judi Hale inquired as to the possibility of payroll reporting sheets being generated and sent out to individual schools earlier to give more time to complete them. Ron Brown will check with payroll to see if this is possible.

Jim Regan inquired as to concerns with the clocking in and out of drivers and DAS. Clocking out 1-7 minutes late, 8 minutes or more. Most of the transportation employees clock out 4 - 6 times a day. The method of calculating this time may cause some to be paid for work not done but on the other hand, it can also cause some not to be paid for work done. Ron and Wayne will analyze and research to see if there is any inequity and if so, how it can be solved.

Bonnie said there is a concern that Classified Employees Sick Leave may not be subject to sick leave pay off at time of retirement. Doug stated that there is a bill that will require districts to accumulate hours but not one which would restrict the sick leave "pay out."

Bonnie asked that we update the by-laws of the Classified Council. We have had several classified employees inquire to when they were last updated and feel that that is a good time to do so. As a result, the current "Guidelines for Classified Employees" is being put on the web site with the March minutes. We are asking that you critique these guidelines. Anyone interested in additions and/or deletions, please contact your representative. The Classified Council will review suggestions at the April meeting.

The next Classified Council meeting will be Wednesday, April 19, 2000 at 5 p.m.
