MINUTES OF COUNCIL MEETING
FEBRUARY 16, 2000

MEMBERS PRESENT: Bonnie Kelley and Sharon Benbow, Secretarial/Clerical; Duane Pickett and Mike Baker, Operations; Jim Regan, Transportation; Leigh Ann Hogue, Instructional Assistants; and Walter Kirk and Mamie Taylor, Custodial.

ALTERNATES PRESENT: Lewis Edwards and Barbara Durham, Transportation

ADMINISTRATORS PRESENT: Wayne Young, Physical Support Services

ADMINISTRATORS/SUPERVISORS: Elizabeth Simpson and Diana Shoop, Human Resources

OLD BUSINESS:

Wayne Young, referencing the wearing of uniforms being a job requirement, stated that it was an absolute for Food Service and Law Enforcement. As for other divisions and departments he feels it should be all or none.

The use of bleach in the schools will not be allowed due to the "bleach-out" of 1991 per information from Wayne Young.

School closing information will be made available at 4:30 a.m. which will help employees out of town who have to leave very early in the mornings. (NOTE: School closing information will also be posted to the FCPS web site at www.fcps.net/  between 4:30 and 5:00 a.m.)

NEW BUSINESS:

Jim Regan suggested a solution to implement leave time on pay stubs. He stated the number of classified employees who have regular hours could easily be posted. He suggested that the transportation department hours appear to be the issue and asked why they could not be posted separately/differently. Wayne will check to see if those who have a solid confirmation can have their accrued leaves posted to their pay stubs and then work on getting the same for the remaining employees.

The 26 pay option is still a problem for the employees who previously signed up, when the formula was different. Wayne said he will ask that Ron Brown attend the next meeting and give a report on the legalities of this matter. He also suggested and urged employees to use direct deposit.

Lewis Edwards stated that at Paul L. Dunbar has one of our security officers directing traffic in the afternoon. Is there any possibility of having an officer direct traffic in the morning and afternoon. (due to bus traffic) Wayne said he will have to look in to this and report back to the Council.

Bonnie reiterated that we still have problems in certain areas with the Single Salary Schedule. Elizabeth and her committee are aware of existing problems but at this time, no one has come up with a solution.

The next meeting is March 15, 2000 at 5 p.m.
